Where's Israel?

Well, I originally thought that this was overblown. But on a closer look, the State Department leaving Israel (and only Israel) off of a map of Saudi Arabia could only be intentional. (Found at Winds of Change.NET)

Maybe this is being diplomatic, but it sure seems like kissing ass.

What does it imply that Saudia Arabia isn't labeled either?

Well, I'd argue that since it's a map of Saudi Arabia and is labelled as such above the map, it was probably left off to make room for the names of cities, like Riyadh, Jiddah, etc.

Lebanon, Qatar, and Bahrain all make the grade despite their size.
